Vern, Borovo, Sanac and Podravac Jazine Arbanasi all won 2016-17 Croatian A2 League division titles. Second placed Rudes, Belisce,Graficar and Ribola Kastela also promoted to the Championship League.
Crikvenica canceled their participation in the second stage and was replaced by Pula 1981.
